Who is required to provide dumpster enclosures?
On April 19, 2017, City Commission approved changes to Chap. 50 of the Code of Ordinances requiring dumpster enclosures for all commercial and multi-family (3 or more units) properties. This includes properties that store a dumpster adjacent to an alley. This change is in an effort to improve the appearance and cleanliness of the City.

Are there exceptions?
• Enclosures are not required for dumpsters that are stored on the property and
are not visible off-site.
• Enclosures are not required for wheeled refuse carts of less than one cubic
yard in size.

What are the general requirements for the enclosure construction?
• Enclosures can be constructed of wood lumber, plastic lumber, masonry or
concrete.
• The height shall be 12 inches or greater than the highest part of the dumpster.
• Gates must be opaque (not see through) material.
• Enclosures must be placed on a hardened paving surface.
• It is encouraged, but not required, that enclosures for multi-family properties
have a separate pedestrian gate for ease of access.
• Dumpster enclosure gates cannot swing over the property lines or into a Right-
of-Way.

to the Code of Ordinances, Chapter 50, entitled Solid Waste and Recycling
Management.

I do not have room for an enclosure on my property – what do I do?
Property owners with demonstrated insufficient space for an enclosure may apply for an alternative screening method, such as decorative veneer, landscaping or other instead of an enclosure construction. Approval of an alternative screening method is contingent on the dumpster being positioned/screened so that it is not an aesthetic detriment to the community. Property owners should work with the Building and Planning Divisions on applications of alternative screening methods.

What types of approvals are needed?
A building permit is required prior to constructing or installing an enclosure. Also if the new enclosure requires new pavement or a new concrete slab over the size of 250 square feet, the plans for the enclosure must be approved by Broward County Development and Environmental Division prior to applying to the City. In an effort to assist property owners with the design of your enclosure, the City has created standardized architectural drawings which are available for free to the public. Information on how to obtain a building permit, who can apply for the building permit, or access the standardized drawings can be found on the City’s website or by contacting the Building Division at 954.921.3335.
