Broward County Enters Phase 2 of COVID-19 Reopening Plan on September 14, 2020
No Changes in Current Business Operations and Bars Remain Closed
Florida Governor Ron DeSantis has announced that all of Florida, including Broward County, is in Phase 2 of reopening, effective Monday, September 14. Broward County has announced that there will be no changes to how businesses are currently operating, as existing Emergency Orders remain in effect. Additional openings are expected in Broward in the coming weeks. Despite the Florida Department of Business and Professional Regulations rescinding the state’s Amended Emergency Order 2020-09, bars in Broward County remain closed. Broward continues to move toward a full Phase 2, thanks to the community’s continued efforts and increased compliance with Emergency Orders.
As COVID-19 positivity rates continue trend favorably, residents should remain vigilant and continue to take the necessary safety precautions. Avoid the “3 C’s” – Closed Spaces, Crowded Places and Close-Contact Settings, wear a facial covering when in public, and maintain social distancing of at least six feet. People violating the facial covering requirement may be subject to fines.
Business violations can be reported anonymously online anytime to MyBroward.Broward.org or by calling 311 between the hours of 8AM to 10PM, seven days a week.
Emergency Orders
State, county, and local officials have issued orders regulating the operation of various businesses, as well as providing health and safety precautions that must be followed due to the COVID-19 pandemic. Below are links to the orders issued by the State, County and City of Hollywood.
Social Gatherings - Vacation Rentals
Broward County issued Emergency Order 20-22 on July 17, 2020, and subsequent Emergency Order 20-23 and Emergency Order 20-24, implementing restrictions to help prevent large social gatherings, house parties, street parties and other activities that are contributing to the community spread of the virus. The orders establish restrictions on private gatherings, vacation rentals, restaurants, and gyms and fitness centers.
Here is a summary of Emergency Order 20-22 & 20-23 and 20-24. For more information, please read the complete orders and all attachments:

Per Emergency Order 20-23, residents, however, shall not be liable for facial covering violations of the their guests.
Vacation Rentals – Except for renters performing military, emergency, governmental, health, or infrastructure response to the COVI 0-19 pandemic, or persons primarily engaged in non-vacation commercial activities, short term vacation rentals are asked to consider not accepting reservations from COVID-19 hot spots. All properties must provide local COVID-19 guidance for guests. Broward County has a dedicated webpage that includes local information at broward.org/coronavirus. Click here for additional information about operation requirements of vacation rentals.
Restaurant Operations – Ordering food or beverage from a bar counter is strictly prohibited. Restaurant patrons must order and consume food and drinks at a table, following all other requirements as outlined in previously issued operating guidelines.
Effective August 21, 2020, highlights of Emergency Order 20-24 include the following for restaurants:
- Restaurants can now serve customers on-premises until 11PM, extending closing hours by one hour. Billiard tables and similar games must remain closed.
- The sale of off-site (to-go) alcohol by restaurants and food establishments is prohibited between 11PM and 5AM. Take-out and delivery of food is still permitted between 11PM and 5AM.
- Open containers of alcohol are prohibited between 11PM and 5AM in all areas open to the general public.

Signage Requirements – Owners, operators and landlords of commercial property at which any retail, restaurant or food establishment is located must ensure compliance by those establishments with the signage requirements of Emergency Order 20-17, and must also ensure the required signage is conspicuously posted in common areas of the property such as mall entrances, food courts and hallways.
