A City Commission Workshop on Orangebrook Golf and Country Club was held on Wednesday, May 11th City Hall. The workshop included opening remarks and a presentation on the project status by Gus Zambrano, Assistant City Manager for Sustainable Development and Steve Stewart, Assistant Director of Financial Services for Procurement. Presentations by each of the qualified respondents were as follows with each group having time to present and answer Commission questions:

Following the respondents’ presentations, the City’s commercial real estate advisory firm, CBRE, presented their analysis, comparisons and summary of the proposals. Final discussion and comments by the City Commission followed.

Next Steps Following the Workshop
This City Commission Workshop provided the Commission with a detailed overview of the five proposals. Based on Commission feedback provided at this workshop, each firm has now been given an opportunity to revise and supplement their proposal through a Best and Final Offer (BAFO) submission. BAFO’s will be shared with the Evaluation Committee in order to complete a final rankings of the firms.
At a future City Commission Meeting, submission of the Evaluation Committee’s recommendations via Resolution will take place for final Commission approval of the rankings. If approved by the Commission, authorization to begin negotiations with the top ranked firm will commence. Following a period of negotiations, a request via Resolution will come before the City Commission to execute a negotiated contract. If the City Commission does not approve moving forward with a firm, then the Commission will consider next steps to complete the General Obligation Bond improvements.
Revitalization of the Orangebrook Golf and Country Club was included as part of the 2019 voter-approved General Obligation Bond. $24,789,613 was estimated as being needed to pay for a new multi-use clubhouse, ADA accessible nature preserve path, improved course drainage and water retention capacity, renovation of the 36 holes of golf, enhanced putting/chipping areas and driving range, cart barn, maintenance building, course restrooms and starter shack, cart paths, illuminated holes for evening play, parking lot and entryway signage.
Planning for the revitalization kicked-off, with multiple discussions taking place during General Obligation Bond Advisory Committee Public Meetings. In February of 2020, the City Commission discussed the Orangebook site and possible development interest in a public Commission Real Estate Workshop. The direction was to broadly market any opportunity to achieve the best possible proposals for the benefit of Hollywood residents.
On July 13, 2020, the City received an unsolicited proposal for a Public-Private Partnership (P3) for the redevelopment of the Orangebrook site. After several months of requests for additional information and resubmittals, the unsolicited proposal was determined to be a qualifying project as required by the state public-private partnerships statute.
On February 17, 2021 a presentation was given by Shiv Newaldass, Director of Development Services to the City Commission on the P3 proposal, process, intent to issue the required Notice of Receipt of an Unsolicited Proposal, and willingness to accept competing proposals. The City’s real estate advisory firm, CBRE marketed the opportunity nationally and internationally.
An in-person tour and informational session was held in June 2021 at the Orangebrook property with members of the public and interested parties in attendance. Proposals were due by August 2021, and after the formation of an Evaluation Committee, committee members reviewed the six proposals that had been received. Preliminary evaluation of the proposals was completed in December 2021. In early 2022, one of the six respondents withdrew their formal proposal.
