Multi-Modal Transportation & Public Safety Policies
This document examins the multi-modal transportation and traffic safety issues. It identifies changes and
improvements to the current transportation system necessary for
improvement. Existing and proposed implementation schedules
and funding sources necessary for the implementation of the
proposed projects were also to be examined and discussed.

Housing Policies
This document considered housing opportunities, including an inventory of the current
housing stock of the City. It identifies geographic locations where different types of housing including affordable housing could be located in the future. The Task Force also identified potential funding sources and other implementation tools and resources needed to increase housing opportunities in the City.

Geographic, Zoning and Land Use Policies
This document includes suggestions and recommendations for revisions of zoning and land use patterns. It was accomplished by defining neighborhoods and development and or redevelopment areas into “Planning Zones” using physical or natural geographic dividers. This Task Force provided a clear direction for future zoning and land use decisions.

This document examines economic development and redevelopment issues confronting the City and established economic development priorities. It identifies specific locations into which new businesses can be attracted.
The Task Force also considered strategies for the recruitment of
new commercial and industrial businesses, while maintaining and
expanding existing commercial and industrial businesses in the
City.

Policy Document - Volume II
The City-Wide Master Plan is divided into two volumes. Volume II, this document, the Policy Plan document, is intended to act as a broad statement of City policy to guide decisions to enhance the built and natural environment for the benefit of existing and future generations. The two documents are intended to be utilized
together to implement the City’s Master Planning intentions,
however Volume II takes precedent in areas where there are
conflicts.

The City-Wide Master Plan is divided into two volumes. Volume
I, this document, is presented in a comprehensive manner. First,
the organizing elements of the Master Plan are defined. Then the
existing conditions and proposed recommendations for each
geographic Sub-Area are presented, followed by supporting
policies.
